Concept Ventures Closes $88M Fund II, Europe’s Largest Dedicated Pre-Seed Fund

London-based VC Concept Ventures has officially closed its second institutional fund at $88 million, cementing its position as Europe’s largest dedicated pre-seed vehicle. The raise comes just three years after the launch of its first institutional fund and underscores growing appetite for specialized early-stage capital in Europe.
The fund was oversubscribed and closed quickly, with the first close completed in under three weeks. Its investor base includes a mix of global institutions such as Top Tier Capital Partners, Aldea Ventures, Marktlink, Dominus, Granite Capital Management, and others. Strikingly, 80% of institutional LPs are U.S.-based, signaling strong transatlantic confidence in Concept’s ability to source and scale European innovation.
Even more telling is the fact that over 70% of founders previously backed by Concept returned as LPs in Fund II, a strong vote of confidence in the firm’s founder-first approach. In addition, Concept has pledged 1% of carry to charitable causes chosen by its founders, embedding impact into its DNA.
Strategy and Focus
Concept will deploy Fund II into up to 50 startups across the UK and Europe, writing checks of up to $1.5 million at the pre-seed stage. The fund remains sector-agnostic, focusing instead on ambitious teams and bold ideas, with a commitment to leading more than 90% of the rounds it participates in.
This conviction-led strategy builds on the success of Fund I, where Concept backed 44 startups that went on to raise more than $450 million in follow-on capital. Every Fund I portfolio company that went to market has successfully closed its next round, placing the fund in the top 1% globally for its vintage.
Portfolio Highlights
Concept’s Fund I already includes breakout names such as:
- ElevenLabs (voice AI), now valued at ~$6.6B
- Treefera (carbon data intelligence)
- VSim (simulation and AI)
- Anam (AI personas and avatars)
- Arondite (defense software)
These outcomes validate Concept’s belief that Europe can produce globally significant startups starting at the concept stage.
Why It Matters
Concept Ventures is betting on pre-seed as a distinct asset class, not just an opportunistic entry point for larger funds. By raising the largest dedicated pre-seed fund in Europe, the team is setting a new benchmark for conviction at the earliest stage. With U.S. LP capital flowing into European pre-seed and founders reinvesting their own success back into the fund, Concept Ventures represents both a validation of its model and a catalyst for Europe’s next generation of breakout companies.
For founders, this means a rare partner willing to lead rounds before traction. For LPs, it’s a test case of whether pre-seed specialization can consistently deliver outsized returns in a market hungry for earlier conviction bets.
